World AIDS Day:-

World AIDS Day Campaign was organized w.e.f. 1st to 25th December 2009.

Campaign was launched by Hon’ble Chief
Minister from the Ridge on 1st December
2009.

Travel fare to PLHAs and one attendant for
coming to ART for treatment is being
provided. In 2009-10, over Rs. 10.00 lacs
were provided for 885 PLHAs & 885
attendants for this purpose and in 2010-11
Rs. 28.80 lacs budget for 1000 PLHAs &
attendants for this purpose is proposed.

In year 2009-10, financial assistance for
education & other living requirement of Rs.
59.00 lacs provided to 866 orphans/children
of HIV/AIDS victim between 0 to 18 years of
age and in 2010-11 provision of financial
assistance of Rs. 71.96 lacs to 1096
orphans/children is proposed.

In year 2009-10, Rs. 1.00 lacs expenditure
done for providing milk powder to 15 infant
of HIV positive mother on advice of
physician. In 2010-11 provision of Rs. 1.37
lacs is proposed for 19 infants.
Due to regressive IEC activities combined
with special schemes implemented by the
State Government, People Living with
HIV/AIDS started coming forward not only for
treatment or schemes but they now also
making people aware about HIV/AIDS in by
participating in various IEC activities.
State has also trained People Living with
HIV/AIDS as Master Trainers for various
training Programmes. They are addressing
trainings and sharing their experiences as a
Resource Persons in the State.

During 2009-10, 33416 episodes of Sexually
Transmitted Infections were treated till
March 2010 through 16 designated STI/RTI
clinics located at District & Teaching
hospitals.
11581 lakh new STI episodes has been treated
in 2010-11 and in addition to 16 STI
Clinics, 3 new STI clinics started in

WHAT
WORLD BANK, DEPARTMENT FOR INTERNATIONAL
DEVELOPMENT SAY’S IN ITS REPORT FOR NATIONAL
AIDS CONTROL PROGRAMME IMPLEMENTED IN THE STATE
-
Political commitment also seems high given e.g.,
the participation of Chief Minister and other
officials in various IEC events and the good
collaboration of SACS with other structures of
state government, such as social protection
programs for PLHA.
-
The
state has established a system for grievance
procedures, which must be considered best
practice. NACO should study the example of HP
and help other states to establish similar
systems.
-
We
found no evidence of any discrimination of PLHA
in the mainstream medical services.
-
It is
appreciated that CFMS is fully operational at
HP. Staff are very well trained on its use. The
data entry is done on continuous basis and the
cash book in CFMS is up to date. The bank
reconciliation is prepared on monthly basis in
CFMS. HP has been regularly reporting CFMS data
electronically to NACO central office. As NACO
has been aiming to web enable CFMS and also link
it with MIS, due to the efficient functioning of
CFMS at HP SACS, it could be selected as a pilot
site to test these value additions.
-
HP
has a well functioning system of bottom to top
approach of preparation of annual action plan
and financial forecast. It is very useful that
HP has introduced electronic transfer of funds
to all district peripheral units (except one)
and NGOs through RTGS system, making them
immediately available for expenditure.
