WHAT WORLD BANK, DEPARTMENT FOR INTERNATIONAL DEVELOPMENT SAY’S IN ITS REPORT FOR NATIONAL AIDS CONTROL PROGRAMME IMPLEMENTED IN THE STATE

  • Political commitment also seems high given e.g., the participation of Chief Minister and other officials in various IEC events and the good collaboration of SACS with other structures of state government, such as social protection programs for PLHA.

  • The state has established a system for grievance procedures, which must be considered best practice. NACO should study the example of HP and help other states to establish similar systems.

  • We found no evidence of any discrimination of PLHA in the mainstream medical services.

  • It is appreciated that CFMS is fully operational at HP. Staff are very well trained on its use. The data entry is done on continuous basis and the cash book in CFMS is up to date. The bank reconciliation is prepared on monthly basis in CFMS. HP has been regularly reporting CFMS data electronically to NACO central office.  As NACO has been aiming to web enable CFMS and also link it with MIS, due to the efficient functioning of CFMS at HP SACS, it could be selected as a pilot site to test these value additions.

  • HP has a well functioning system of bottom to top approach of preparation of annual action plan and financial forecast. It is very useful that HP has introduced electronic transfer of funds to all district peripheral units (except one) and NGOs through RTGS system, making them immediately available for expenditure.
